The Tangier Shrine Center undertook a targeted accessibility improvement project to better serve its members and visitors. The facility’s signature annual event, the Feztival of Trees, draws significant attendance and had long been constrained by the limitations of the original elevator system.To address this, the project introduced a modern, high-capacity elevator that delivers increased speed and passenger throughput. The new exterior addition seamlessly connects three levels—including direct access from the parking area—while providing efficient circulation to restrooms, the main assembly venue, and key interior service spaces.The design thoughtfully extends the existing architectural character, incorporating red Italian roof tile accents consistent with the original building, and delivers a welcoming, appropriately scaled entry—all achieved within a constrained construction budget.This modest addition presented a notable regulatory challenge: the existing structure had already fully utilized its allowable buildable area, with front, side, and rear yard setbacks exhausted. Under conventional zoning and building code requirements, even a small expansion would have exceeded permissible limits and been prohibited.However, the project successfully leveraged the single prescriptive exception available under the International Existing Building Code (IEBC) Section 1102.2 – Area Limitations, which the Authority Having Jurisdiction (AHJ) deemed applicable.
